Recent Accomplishments and 2011 Goals

  • NCATA members engaged legislators in 2009 to support a ban on texting while driving, which became NC law in December 2009.
  • NCATA members across the state worked together to counter legislation in 2010 that would have required cyclists to ride single file without regard to roadway condition, context or lane configuration.
  • Other positive outcomes in recent years include approval by the NCDOT Board of Transportation of a statewide Complete Streets policy, which is now being solidified through the development of design guidelines for NC roadway projects.

2011 Policy Goals

  1. Promote enhanced Safe Passing Distance legislation
  2. Support adoption of NC DOT Complete Streets Design Guidelines
  3. Strengthen anti-Harassment legislation for non-motorized roadway users
  4. Support stricter penalties for distracted driving incidents and educate roadway users on the dangers of impaired and distracted driving
  5. Support stronger education on bike/ped safety and relevant laws in statewide driver's license exam and driver's ed training
  6. Engage the NC Legislature and our members on the issue of Comparative Fault v. Contributory Negligence, in order to encourage the NC Senate to vote on a complimentary bill to the NC House Bill 813 (approved in 2009)
  7. Work with the NC Bicycle Committee and NCDOT on design standards for bicycle-friendly rumble strips on NC roadways
  8. Promote LAB "Bike-friendly" business/community/university designations
